It all depends on the type of the website and offers made and target audience. I think the best way is to start both simultaneously and favor the one that is giving best results.

Doing both SEO and SEM for over 6 years I see it is still hard for local business to see the benefit in local PPC and SEO. While the yellow pages fade into extinction these business will slowly see a steady decrease in new business.
